21 September,1981 The china-made telephone reference equivalent fundamental system (NOSFER),calibrated successfully in former CCITT Lab was in operation after the formal national appraisal and the China Telephone Reference Equivalent Testing Center was founded by the authorization of former National Standard Bureau and Ministry of Posts and Telecommunications to transfer and test the telephone reference equivalent in China as well as to assess telephone transmission quality.

1982 The experts in the lab started to participant the ITU Study Group meetings regularly every year and actively took part in the international telecommunications standardization activities.Some of them was appointed as vice chairman of Working Group or Special Rapporteur.

1985 The Intermediate Reference System (IRS) developed in China was calibrated in the former CCITT Lab and was in operation in the lab for subjective tests of loudness ratings oftelephone systems and assessments of transmission performance.

1985 Objective measurement methods of loudness rating and system was granted as science and technology progress awards by the former Ministry of Posts and Telecommunications. The computer controlling auto-measuring system which was developed in the lab started in service.

May,1991 First edition of Quality Manual started in operation.

1 September,1991 The lab was authorized as National Telephone Quality Supervision and Testing Center by the former China StateBureau of Technical Quality Supervision (CSBTS);

20 March,1994 The Graphic and Text Communication Equipment Quality supervision and Testing Center, MPT was founded by the authorization of former Ministry of Posts andTelecommunications (MPT)

1995 A designing ad hoc for circuit optimization of autotelephone sets was organized by the former Ministry of Posts and Telecommunications. Mr. He Guili in the Lab took lead of the group and providedmain contributions for the development of telephone technique.

30 March 1995 The Mobile Communication Equipment Quality Supervision and Testing Center, MPT was founded by the authorization of former MPT.

May,1995 The National Scientific and Technical Results TestingAppraisal Body for Telephone products was authorized by Former State Science and Technology Committee and China State Bureau of Technical Quality Supervision (CSBTS);

June,1995 According to the requirements of the former MPT, the requirements for the quality system review of telecom terminal manufacturers drafted by the Lab was approved in operation and the Lab began to undertake the tasks of quality system review entrusted by the MPT.

1996 The fundamental Labs computer LAN was built up . The products testing,data procession and test reports output could be dealt with in computerization.

1997 The exit-entry commercial testing lab for telecom terminal equipment was authorized by the former China Entry-Exit Commercial Inspection Bureau.

3 July 1998 China Telecommunication Technology Labs(CTTL) administrated by the Research Institute of Telecommunications Transmission (RITT) was accredited by China National Accreditation committee for Laboratories(CNACL) and the accreditation certification was granted to CTTL by CNACL and CSBTS.

January,2000 The Labs had accomplished 38 standard developing projects since its foundation . Among them 8 were granted the science and technology second level awards and 12 for third level awards by the MII.

20 January,2000 The CSBTS and MII approved the rename of “China Telephone Reference Equivalent Testing Center “ to “China Telecommunication Technology Labs(CTTL) “ and CTTL passed the re-accreditation by CNACL to enlarge its testing capabilities to 49 categories of products covering wire-line, wireless, voice, data and image fields.

March,2000 The CTTl ‘s new Quality Policy of “be Scientific, Impartial, Objective and Accurate” and the Service Goal of “Thinking what you think, Be responsible for you, Making your satisfaction” were established in formal.

1 March 2001 The Special Working Group for Standards of telecommunication terminals in China was founded. Mr.He Guili, executive direct of CTTL was nominated as chairman of the working Group.

6 March 2001 Mr.Lu Jiaxi , former president of China Science Academy and the vice chairman of Chinese People’s political consultative conference(CPPCC), honorably wrote inscription of the Chinese name of CTTL.

April, 2001 The testing results from a series experiments in CTTL denied the conclusion of an UK laboratory about the “Use of earphone with GSM mobile handset has radiation to the head of subscriber 3 times larger than that of handset itself. Results from CTTL showed that the earphone radiation to the subscriber’s head is lower to one percent of that radiated directly from mobile handset, which was disclosed by MII and broadcasted by CTTV on 7 April, 2002 , and attracted great concerns of foreign medias and subscribers of GSM mobile phone.

1 July,2001 CTTL CCP branch was awarded as a model party branch of the Academy of Telecommunications Research, as well as one of the model party branches in the central administered organs. Mr.He Guili, the secretary of CTTL party branch, was honorably received in audience by the central leaders of CCP at Zhong Nan Hai.

March,2001 MII decided to strengthen the capability construction of CTTL as a CAB for APEC Telecom MRA by a substantial financial support.

11 May,2001 APEC TELECOM MRA China Working Group was born and Its Secretariat was located in CTTL.

28 June 2001 Mr.Wu Jichuan, the minister of MII made an inspection of CTTL.

September, 2001 The memorandum of understanding on cooperation between CTTL and NEMKO was signed.

21 September, 2001 The 20th anniversary of CTTL and greetings received from more than 100 bodies including telecom operators,manufactures ,university and concerned administrations.

December,2001 CTTL was accredited by the former CCIBLAC to enlarge its test capabilities to 40 items qualified for ‘CCC” certification tests for telecom terminal equipment in China.

11 January 2002, CTTL was re-authorized by MII the body for network accessing certification tests of telecom equipment with the scope covering 46 categories in total which takes the top among all in China.

February,2002 The new-built standard 3m EMC chamber was in operation in CTTL.

April,2002 The CTTL auto-office system was put into operation in the whole labs and for all the employees.
